HUKARI provided a team to inspect the facility, review documents and drawings, and the Condition Assessment Survey for Building 251, the Heavy Element Facility at Lawrence Livermore National Laboratory. The team:

• Developed the Systems Evaluation Report documenting the results of this evaluation

• Identified equipment and associated minimum functional requirements needed to maintain the safety envelope defined by the authorization basis

• Developed a cost benefit analysis was performed to prioritize the preventive maintenance and capital equipment backlog relative to the current mission of the building

• Made recommendations to prepare the facility for D&D including alternative approaches, preventive maintenance and cost and schedule estimates

HUKARI provided a subject matter expert to:

• Develop and implement the Lawrence Livermore National Laboratory Space Action Team D&D Manual

• Defined planning, programming, budgeting, and acquisition requirements for Decommissioning & Disposal Manual, environmental restoration, and leasehold improvements on capital assets in accordance with DOE O 413.3, ‘Project Management for The Acquisition of Capital Assets’

• Modified and developed of Standard Operating Procedures (SOPs) and Waste Management Procedures to OSHA, EPA and DOE standards and requirements.

When the management of LLNL was being transitioned from the University of California to Lawrence Livermore National Security Hukari provided experts to lead teams conducting due diligence. The teams consisted of fire protection, health and safety, radiation protection, and other subject matter experts. The teams assessed the current condition of all LLNL facilities and defined issues.

After the transfer of management, Hukari provided expert personnel to the Nuclear Operations Directorate to assist in:

• Development of policies, processes, and procedures

• Development of the Conduct of Operations Improvement Plan

• Development of the Nuclear Operations Training Improvement Plan

Integration of these policies, processes, procedures, and plans into the LLNL ISMS as part of a Phase 1 ISMS Reverification effort concurrently underway at LLNL.
